He was built to go with the towns Barvarian Theme.

Additional Information:

The figure at the top (the Cuckoo) is Happy Hans. On the hour he comes out and yodels (as can be seen in the first picture). If you can't wait for the top of the hour you can insert a quarter and he will yodel for you.
